Can I edit starting balance of an account
Yes, however it is the value which should not be changed frequently, as it used to calculate the current account balance or due amount.

If I delete an account, would that delete associated transactions
Deleting an account will not delete the associated transactions at all. However you will not be able to associate this account for future transactions
